USAID health and social sector programs are assisting Ukraine to reduce the transmission and impact of HIV/AIDS; and to improve health and social conditions. The United States Government puts a high priority on combating HIV/AIDS and Tuberculosis (TB). These initiatives are in response to the rapidly escalating HIV and TB epidemics. Other health and social priorities support family planning/reproductive health policies and services, and maternal and infant health (MCH).
HIV/AIDS
The SUNRISE project works to decrease HIV transmission in eight oblasts most affected by the epidemic. The project activities reach about 60 percent of high-risk groups with effective, high-quality information and services to prevent injecting drug and sexual transmission of HIV in strategically selected sites. The project provides access to high quality care and support services for people living with HIV/AIDS and other groups affected by the epidemic. It focuses on improving the quality and reaching voluntary counseling and testing services. The SUNRISE project also works with local non-governmental organizations and communities to strengthen their ability to analyze, plan, deliver, monitor and evaluate newly introduced information and services.
The project seeks to reduce transmission of HIV and improve the quality of life of those affected by it. The Project is expanding access to quality HIV/AIDS prevention, diagnosis, treatment, care and support services for most at risk persons, including injecting drug users, commercial sex workers, orphans and vulnerable children, men having sex with men, people with disabilities, and prisoners. The project leverages the resources of the new $151 million Global Fund (GF) Grant by providing complementary technical and managerial training, and support to Ukrainian civil society and public sector organizations implementing GF-funded activities. It also addresses the needs of populations less emphasized by the GF program, especially for orphans and vulnerable children, and TB-HIV co-infected people.

Improving Access to Safe Water in Selected Health Facilities in Crimea
The project seeks to improve the supply and quality of water in a number of healthcare facilities in Crimea and ensure access to safe and clean potable water for vulnerable groups, such as pregnant women, children, and the elderly. Improving water quality, in turn, will result in reduction of waterborne infections and diseases in the population of Crimea. The project will also help to increase awareness of water safety, sanitation and safe hygiene practices through education and public information efforts.
Maternal and Infant Health
Maternal and Infant Health Project II is rolling-out effective evidence-based health services for mothers and infants nation-wide. By the end of the project, at least 50 percent of all births in Ukraine is expected to be covered by internationally recommended best practices.
Project activities provide a full cycle of effective maternal (antenatal, perinatal, and postpartum), and infant care. It also works to improve counseling, delivery and child care services to HIV-positive pregnant and postpartum women and their children to prevent mother to child transmission. The project supports the Ministry of Health in developing national guidelines and clinical protocols for inpatient and outpatient services as well as to revise educational curriculum for medical universities and colleges.

Reproductive Health/Family Planning
This project is working to improve reproductive health/family planning by reducing induced abortions and sexually transmitted infections (STIs) in Ukraine. Implementing partners work with the GOU to reach out to men and women of reproductive age, as well as Ukrainian providers of reproductive health/family planning (RH/FP) services and supplies. The project focuses on establishing sustainable, quality RH/FP services and supplies through the public and private sectors in Ukraine. It is working in 10 oblasts to support a national level roll-out of successful RH/FP services and programs while raising awareness throughout the country through innovative media campaigns.

Tuberculosis Prevention and Control
The project is working to reduce tuberculosis (TB) morbidity and mortality in Ukraine by achieving a 70 percent TB case detection rate and an 85 percent treatment success rate by 2011. Project activities help the Government of Ukraine, in partnership with Ukrainian civil society at the national and local levels, to take critical policy and programmatic actions to improve the prevention, detection and treatment of tuberculosis (TB) and TB-HIV co-infection.
