The United States Agency for International Development (USAID) and the Kyiv Mohyla Foundation of America signed a partnership agreement to establish the Electronic Library of Ukraine (ELibUkr) on Monday, January 26 at the National University of Kyiv Mohyla Academy Library.

U.S. Ambassador in Ukraine, William B. Taylor joined Minister of Housing and Communal Services of Ukraine, Oleksiy Kucherenko at presentation and press-conference dedicated to the launch of USAID’s three-year Municipal Heating Reform Project (MHR) in Ukraine.

Oleksandra Kyrychenko, the Head of the Union for People with Disabilities, is a highly respected and well-known elderly woman in her village of Lyutenski Budyshcha, which is in Poltava region. Her villagers look up to her, but her husband does not. For many years, Oleksandra had been returning home not knowing how she would be greeted by her husband, or where she would be spending the night – at her own home or her sister’s. Over time, Oleksandra had lost all hope, but the tide finally turned when her friend, Hanna Skarha, invited her to participate in a seminar to learn about legal rights and protection.

USAID Insight is a monthly newsletter that focuses on on specific development issues. Municipal heating is a critical sub-sector of Ukraine’s energy system. Over the years, limited fi nancial and technical resources have led to deterioration of the systems – increased inefficiencies on both the supply and demand sides and substantial losses in the distribution network. At the same time, dramatic fuel price fluctuations and dependence on imports diminished the system’s reliability, with significant social impacts and far-reaching economic consequences.
